Overview

Do you need a Wisconsin code official license?

Yes, if you inspect buildings to enforce Wisconsin’s state codes. Wisconsin calls it a certification, and it’s issued by the Department of Safety and Professional Services (DSPS). There are two families: UDC certifications for one- and two-family dwellings, and commercial certifications for public buildings and places of employment.

License required when

  • You inspect one- and two-family dwellings during construction to enforce the Uniform Dwelling Code (UDC Construction, Electrical, HVAC or Plumbing Inspector)
  • You inspect public buildings and places of employment to enforce the Commercial Building Code (Commercial Building Inspector)
  • You enforce the Commercial Electrical Code in public buildings and places of employment (Commercial Electrical Inspector)
  • You enforce the Commercial Plumbing Code in public buildings and places of employment (Commercial Plumbing Inspector)

Common exceptions

  • You can skip the state exam, though not the certification, if you hold an accepted credential, such as certain ICC certifications or a Wisconsin Master Electrician license
  • A current Wisconsin Commercial Building Inspector certification qualifies you for UDC Construction Inspector and UDC HVAC Inspector without another exam
  • A Wisconsin Master or Journeyman Plumber license qualifies you for Commercial Plumbing Inspector without the exam

Working without certification

Our sources don’t list specific penalties. DSPS issues and renews these certifications, so inspecting without a current one can put your job and your inspections at risk. Check with DSPS before you perform any inspection.

Steps

How to get your Wisconsin code official license, step by step

  1. Pick your certificationBefore you start
Decide whether you’ll inspect one- and two-family homes (UDC) or public buildings and places of employment (commercial), and which trade.
  2. Check for an exam waiverBefore you apply
If you already hold an accepted credential, like an ICC certification, a Wisconsin Master Electrician or a Master or Journeyman Plumber license, you can upload it instead of testing.
  3. Apply through the LicensE portalBefore the exam
Submit your application and fees in the DSPS LicensE portal. Include copies of any current licenses, certifications and, for the electrical experience routes, transcripts.
  4. Get your exam eligibilityAfter you apply
DSPS reviews your application and confirms you’re eligible to schedule the exam.
  5. Pass the state examExam day
Exams are open book and take 70% to pass. Test centers are in Pewaukee, Appleton, Weston, DeForest and Eau Claire. Commercial Plumbing applicants must pass both parts.
  6. Receive your certificationBy mail
Once everything is complete, DSPS mails your certification to you.

Reciprocity

Does Wisconsin accept out-of-state code official licenses?

Wisconsin has only limited reciprocity arrangements. What helps most is that DSPS accepts several national credentials in place of its own exams.

No reciprocity agreements listed

Our sources don’t name any state agreements. Apply as a new applicant and check with DSPS for the latest arrangements.

FAQ

Wisconsin code official license FAQs

Do I need an ICC certification to be a building inspector in Wisconsin?

No. Wisconsin has its own state exams. ICC certifications are an alternative route for Commercial Building and Commercial Electrical Inspector, not a requirement.

Which ICC certifications does Wisconsin accept?

For Commercial Building Inspector: C5, B5, C3, B2 with M2, or B3 with M3. For Commercial Electrical Inspector: E2 or E5. A Wisconsin architect or engineer registration also works for Commercial Building.

Are the Wisconsin inspector exams open book?

Yes. All of them are open book, and you need 70% to pass. Notes and printed code must be three-hole punched in a three-ring binder.

How long is the UDC Construction Inspector exam?

It has 115 questions and you get 3 hours. It covers SPS 305, SPS 320–322 and the Uniform Dwelling Code appendix.

Do I need experience to become a Commercial Electrical Inspector?

Yes, if you go the exam route: 6 years at 1,000 hours a year, or 3 years with an electrical engineering degree or a PE, architect or electrical designer credential. A Wisconsin Master Electrician license lets you skip both.

Can a licensed plumber become a plumbing inspector without the exam?

For Commercial Plumbing Inspector, yes, with a current Wisconsin Master or Journeyman Plumber license. UDC Plumbing Inspector requires the state exam.

How often do I renew, and how much CE do I need?

Every 4 years on June 30, with 24 hours of approved continuing education.
